Most tend to consider the
statement incomplete — it's
the unintended consequences
of those interventions that
create the problem. 'If your
heart's in the right place' or 'no
good deed goes unpunished;'
the clichés pile up like grass
clippings. The literature — esp-
ecially the medical literature —
is full of examples of — another
cliché coming up here — 'the
road to hell is paved with good
intentions.' Which is what most
everybody who intervenes be-
lieves that's what they start with.
